21 December 2017 <br />AGE-Project No. 14-3154 <br />Page 12 of 23 <br /> <br /> Various metals were detected in the waste samples at concentrations below the <br />DTSC-SLs and RSLs or at levels consistent with background concentrations onsite <br />and California soils (Table 1). <br /> TPH-g were detected in the T117 waste sample at a low concentration of 1.5 <br />mg/kg; and TPH-d and TPH-oil were detected in all three waste samples (T117, <br />T125, and T135) at maximum concentrations of 1,900 mg/kg and 3,200 mg/kg, <br />respectively (Table 5). <br /> Total xylenes were detected at a low concentration of 0.019 mg/kg in the T117 <br />waste sample; BTEX compounds and additional VOCs were not detected in waste <br />samples T125 and T135 (Table 5). <br /> <br />Dioxins and furans were detected in each waste sample at the following TEQ <br />concentrations: <br /> TEQ of 1.67 pg/g in T117W; TEQ of 0.42 pg/g in T125W; and TEQ of 1.05 pg/g in <br />T135W. <br /> <br />The RSL for dioxin (TEQ) is 22 pg/g (0.000022 mg/kg) for industrial soil. The maximum <br />TEQ detected was 1.67 pg/g and the maximum concentration converted to mg/kg was <br />0.00000167 mg/kg. The concentrations of dioxin and furans detected in the glass waste <br />binding material are significantly below RSL for industrial soil. Additionally, the maximum <br />TEQ (1.67 pg/g) is below the RSL of 4.8 pg/g for residential soil. <br /> <br /> <br />9.0. CONCEPTUAL SITE MODEL <br /> <br />The site is located within a mixed heavy industrial and commercial area of the City of <br />Lathrop, San Joaquin County, California. Figure 1 shows the setting of the subject <br />property (7.5 Minute United States Geological Survey [USGS] Topographic Series, <br />Lathrop, California). The JR Simplot Facility (former Oxy Chem) property is located east <br />of the site, the former Cogen Facility property and associated facility remnants are located <br />west of the site, the former PNA glass factory and storage building is located north of the <br />site (a rail road spur is also located north of the site) and commercial trucking and <br />stores/buildings are located south of the site. Highway 5 is situated approximately 1,000 <br />feet west of the site. <br /> <br /> <br />9.1. GEOLOGIC SETTING <br /> <br />The regional geologic setting is situated within the Great Valley Geomorphic Province of <br />California, an elongate, northwest trending structural trough running 400 miles through <br />Central California. The Great Valley is bound to the north by the Klamath Mountains, the <br />south by the Tehachapi Mountains, the east by the Sierra Nevada Mountains, and the <br />west by the Coast Ranges.
