J.M. Equipment Co.Inc.,Facility(11754), Used Oil Tank, 22§CCR 66265.192&STI-SP0011 November 2019
4.0 Inspection
4.1 Results:
4.1.1 Foundation:
The Used Oil tank is currently sitting on the concrete floor. The tank is not currently
secured to the foundation by any mechanical means.
4.1.2 Containment:
The Used Oil Tank is a double-walled protected aboveground tank with secondary
containment capable of containing 100% of the contents and is intrinsically designed to
prevent exposure to precipitation. The interstice was found to be dry during the
inspection.
4.1.3 Shell:
The shell is constructed of carbon steel of unknown specification. It is a horizontal
cylindrical design consisting of two (2) lap-welded courses. The shell exterior was
visually inspected and appears in satisfactory condition. The coating was inspected for
disbonding, adhesion, deterioration, and discoloration(See Section 4.1.6). A visual
inspection was conducted over the exterior shell including the shell external welds. No
discrepancies were noted on the welds. The minimum design thickness requirements per
UL-142 for the tank is 0.093". The UT inspection of the tank revealed no indications that
the wall thickness dropped below the minimum requirements. Thickness measurements
are listed in the engineering data in Appendix B.
4.1.4 Heads
A visual inspection was conducted over the heads including the head-to-shell weld. No
discrepancies were noted on the welds. The coating was inspected for disbonding,
adhesion, deterioration, and discoloration(See Section 4.1.6).
4.1. Appurtenances:
Inspected and evaluated each tank nozzle in accordance with STI SP-001. Evaluated all
nozzles and reinforcement plates for leaks and corrosion. Normal venting is being
provided to the tank. The primary and secondary tank are equipped with a Clay& Bailey
emergency vent. Every aboveground storage tank shall have emergency relief
venting...that will relieve excessive internal pressure caused by an exposure to fire
(NFPA 30 22.7.1.1). The tank has a Kruger Sentry Gauge installed for the purpose of
measuring the liquid level. A fast response system for determining the liquid level of
each bulk storage container such as digital computers, telepulse, or direct vision gauges.
If you use this alternative, a person must be present to monitor gauges and the overall
filling of bulk storage containers. (40 CFR § 112.8 (c)(8)(iv)). The Used Oil tank also has
an Morrison Bros overfill prevention valve installed.
4.1.6 Painting/Insulation:
No coating issues were noted during the inspection.
5
