PAYNE <br />DEPUTY DIRECTOR <br />R L"'C" E"A: 111" V", <br />OCT 9 19`9 <br />ENVIRONMIENT,AL HEALTH <br />PERMIT/IrR\1I' ES <br />This letter is to acknowledge receipt of your letter of September <br />28, 1990 in which you agreed to remove the waste material that <br />has been delivered to the Corral Hollow Sanitary Landfill on or <br />after September 10, 1990, if the material is found to not be <br />acceptable at Class III Sanitary Landfills. <br />I understand that you are in the process of performing studies <br />required by the Integrated Waste Management Board and the <br />Regional Water Quality Control Board for approval of celotex at <br />Class III Sanitary Landfills, and that you need additional time <br />to perform these tests. <br />I also reviewed a draft letter prepared by William J. Marshall, <br />Chief of Waste Discharge to Land Unit, California Regional Water <br />Quality Control Board - Central Valley Region. The draft <br />discusses the procedures required to determine whether or not the <br />material can be disposed of at the Corral Hollow Sanitary <br />Landfill. Also, you, Steven G. Halterbuam, from the Celotex <br />Corporation in Tracy, and I met on October 2, 1990, to discuss <br />continued acceptance of the celotex waste at the landfill, your <br />letter of September 28th, and the draft memorandum of <br />September 28, 1990 by William Marshall. At that meeting, I <br />discussed the following issues with you: <br />1. Celotex will be allowed to continue to dispose of the <br />celotex waste at the Corral Hollow Landfill until <br />October 31, 1990, to allow time to complete the <br />required studies. However, such permission will be <br />immediately receded at the requirement of any of the <br />regulatory agencies involved. <br />
