I've been here for many years and didn't have any problems until all of this <br /> new growth came to town. <br /> New development didn't create the need for a storm drainage enterprise. The existing storm <br /> drains,curbs,gutters and catch basins downstream are getting old. They require maintenance <br /> and eventual replacement,irrespective of any new developments.The stormdrain,curbs, <br /> gutters and catch basins for new development were paid for by the developer. These facilities <br /> will require maintenance and eventual replacement as well--everyone must pay their fair share. <br /> Most new developments are required to build extensive new storm drain improvements to <br /> accommodate their storm water contribution to the system. <br /> Do churches and non-profit organizations have to pay? <br /> Church properties have hard surfaces and use the drainage system just like every other <br /> property. Churches must pay for other services such as garbage,sewer,water,and electricity. <br /> Is this tax deductible? <br /> It is not tax deductible for individuals because it is not a tax--it's a fee. <br /> Is there much damage which occurs in the City each year due to drainage problems? Is this why the <br /> fund has been established? <br /> Yes. Each winter any of Tracy's streets experience flooding severe enough to impede safe <br /> traffic flows and tothreaten property in some areas of the City. Capital improvements are <br /> needed,as is an expanded maintenance program. Currently one employee is assigned to the <br /> task of maintaining the storm drainage system,and this is just too much for one person to <br /> handle. When flooding occurs during the winter months,entire crews of employees must be <br /> pulled away from their normal duties to assist with unclogging the storm drains to facilitate <br /> drainage. Many of these problems could be alleviated with an expanded maintenance program <br /> and improvements to the system. <br /> Is there a fee appeal process? <br /> Yes. <br /> How will you decide which capital improvement projects get done first? <br /> Public health and safety are the top priorities. We'll start with problem areas we've no <br /> about for some time,and those we've been keeping track of more recently. <br /> Is this being done anywhere else? <br /> Few cities in California have taken advantage of this funding option. The cities of Corte <br /> Madeira and Palo to are two such cities in California who have established storm drainage <br /> enterprises. However,many cities throughout the country charge for storm drainage services. <br /> The aerial maps used to develop the square footage areas of each commercial and industrial user are <br /> available for public inspection at the office of the Utilities Director at 3900 Holly Drive.
