Forward contracts with a hazardous waste hauler to remove and dispose of the <br />waste properly and bills the customer for the costs. <br />If hazardous materials are discovered that are not containerized such that <br />reloading of the waste onto the vehicle is not possible, the area is marked off to <br />limit access, and all employees evacuate the spill area. The San Joaquin County <br />Office of Emergency Services and other appropriate agencies are notified of the <br />incident. The appropriate emergency agency will handle the containment of the <br />spill. A hazardous materials contractor will handle the cleanup, manifesting, and <br />delivery of the spilled materials to an approved facility. <br />All hazardous waste disposal incidents are recorded on the load checking sheet <br />and are reported to the DTSC, RWQCB, LEA, and the Governor's Office of <br />Emergency Services Warning Center. <br />The load checking program is explained in detail to all site personnel who are <br />involved with load inspections including the scale house attendant, load <br />inspectors, transfer station workers, and equipment operators. These employees <br />also attend the Cal OSHA Hazardous Waste and Emergency Response Course <br />taught by the UC Berkeley Labor and Occupational Health Program through the <br />School of Public Health. The course emphasizes familiarity with the types of <br />containers and labels typically used for hazardous wastes and other hazardous <br />materials. The course is repeated annually. All new employees are enrolled in <br />the course at the earliest available class after their hire. In addition, personnel <br />are trained in cardiopulmonary resuscitation, first-aid, and respirator use. Highly <br />visible signs, stating that no hazardous wastes are accepted, are located at the <br />site entrance and office trailer. <br />3.1.9 PERSONNEL HEALTH AND SAFETY PROGRAM <br />In accordance with 14 CCR, Section 17408.7, the operator has prepared a safety <br />plan in accordance with SB 198 (Injury and Illness Prevention Program). This <br />plan is maintained at RRF main administration office. <br />Forward, Inc.
