September 5, 2008 <br />Lorne Truscott <br />Valley Organics <br />920 W Frewert Road <br />Lathrop, CA 95330 <br />Lorne, <br />Per our conversation Thursday morning, here are our comments on the Odor Impact <br />Minimization Plan (GIMP) submitted for Valley Organics at 920 W. Frewert Road, <br />Lathrop: <br />Describe odor -monitoring protocol which describes the proximity of possible odor <br />receptors and a method for assessing odor impacts at the locations of possible odor <br />receptors. <br />Feedstock in the current OIMP is described as commercial greenwaste, specifically <br />not curbside or public greenwaste. Address other sources of feedstock if others are <br />planned (public). Any food -waste as feedstock would require a full permit. <br />A written Load -checking Plan designating disposal methods for wastes other than <br />greenwaste must be submitted. Load -checking training must be provided for on-site <br />personnel. Training records must be kept on-site for review. <br />Moisture management for windrows is vague. Please address with detail. <br />Besides the plastic net on the eastern fence, describe on-site litter control and disposal <br />method of unwanted wastes. <br />Describe contingency plan for equipment failure. <br />Utility service interruption is briefly addressed, but changes to site have changed <br />utility needs. Please address with detail (Office trailer, scales, etc.). <br />Meteorological conditions effecting migration of odors and/or transport of odor <br />causing material off-site are not addressed.
