September 5, 2008
Lorne Truscott
Valley Organics
920 W Frewert Road
Lathrop, CA 95330
Lorne,
Per our conversation Thursday morning, here are our comments on the Odor Impact
Minimization Plan (GIMP) submitted for Valley Organics at 920 W. Frewert Road,
Lathrop:
Describe odor -monitoring protocol which describes the proximity of possible odor
receptors and a method for assessing odor impacts at the locations of possible odor
receptors.
Feedstock in the current OIMP is described as commercial greenwaste, specifically
not curbside or public greenwaste. Address other sources of feedstock if others are
planned (public). Any food -waste as feedstock would require a full permit.
A written Load -checking Plan designating disposal methods for wastes other than
greenwaste must be submitted. Load -checking training must be provided for on-site
personnel. Training records must be kept on-site for review.
Moisture management for windrows is vague. Please address with detail.
Besides the plastic net on the eastern fence, describe on-site litter control and disposal
method of unwanted wastes.
Describe contingency plan for equipment failure.
Utility service interruption is briefly addressed, but changes to site have changed
utility needs. Please address with detail (Office trailer, scales, etc.).
Meteorological conditions effecting migration of odors and/or transport of odor
causing material off-site are not addressed. Seasonal variations that effect wind
• 0
San Joaquin County
DIRECTOR
""
Environmental Health De Department
p
Donna Heran, REHS
ASSISTANT DIRECTOR
2: ?
600 East Main Street
Laurie Cotulla, REHS
Stockton, California 95202-3029
PROGRAM COORDINATORS
• •
Carl Borgman, REHS
'
a
Website: www.sjgov.org/ehd
Mike Huggins, REHS, RDI
Margaret Lagorio, REHS
F o
Phone: (209) 468-3420
Robert McClellon, REHS
Fax: (209) 464-0138
Jeff Carruesco, REHS, RDI
Kasey Foley, REHS
September 5, 2008
Lorne Truscott
Valley Organics
920 W Frewert Road
Lathrop, CA 95330
Lorne,
Per our conversation Thursday morning, here are our comments on the Odor Impact
Minimization Plan (GIMP) submitted for Valley Organics at 920 W.
