TO: 464-0138 002 OF 006 <br />Valley Organics, Inc. — Lathrop Composting Site <br />Odor Impact Management Plan <br />Purpose/Context of the GIMP <br />This Odor Impact Management Plan (OIMP) is intended to provide guidance to on-site <br />personnel in the handling, storage and removal of compostable materials, in accordance with <br />Title 14, California Code of Regulations Section 1783.4. This OIMP will be maintained on-site <br />and revised as necessary to reflect any changes in the design or operation of the site. A copy <br />of the revisions will be provided to the enforcement agency within 30 days of the changes. In <br />addition, this OIMP will be reviewed annually to determine if any revisions are necessary. <br />This facility expects to receive 20,000 tons of compostable material per year. No more than <br />12,500 cubic yards of feedstock, compost or chipped and ground material will be on-site at <br />any one time. The feedstock is processed within fourteen days after receipt. The <br />compostable materials remain on-site for approximately ninety days while being processed in <br />the composting operation. Finished products will be available for sale within thirty days after <br />processing. <br />A. Proximity of Odor Receptors <br />The closest receptors are site personnel and material delivery drivers. The only other <br />potential odor receptors within a five hundred foot radius are residents of two rented mobile <br />homes to the north-east of the site, although the prevailing winds do not blow in that <br />direction. The next closest dwellings are more than a half -mile away. <br />There are no schools, hospitals or other public facilities within a five hundred foot radius of the <br />site. <br />B. Method for Assessing Odor Impacts <br />Each day the operator will evaluate on-site odors and operations for potential release of <br />objectionable odors. If questionable or objectionable on-site odors are detected by site <br />personnel, operations personnel will implement the following protocol: <br />1. Investigate and determine the likely source of the odor. <br />2. Implement all available on-site management practices to resolve the odor even and <br />immediately take steps to reduce the odor -generating capacity of on-site material. <br />3. Determine if the odor traveled off-site by surveying the site perimeter and noting <br />existing wind patterns. <br />Revised September 25, 2008 <br />
