<br /> (c)(1)Facilities that are certified under a quality assurance program approved by the State Board or under
<br /> a County regulatory program approved by the appropriate Regional Board, will receive a 50 percent fee
<br /> reduction. Any facility that is issued a notice of violation by a Regional Board for an off-property
<br /> discharge shall not be eligible to receive this fee reduction for a minimum of one billing cycle, and for all
<br /> subsequent billing cycles until recertification and all corrective actions are complete as determined by the
<br /> Regional Board.
