Harvest Power California, LLC - 2 - 13 January 2016 <br /> If, after your review of the General Order and related documents, you believe the General Order <br /> and its requirements do not apply to your operation, prior to 4 August 2016, you are required to <br /> submit to the Central Valley Water Board a Notice of Non-Applicability. You must include all <br /> necessary information and rationale as to why the General Order does not apply. <br /> Central Valley Water Board staff will review the submitted documents and, if your facility <br /> operation is appropriate for enrollment under the General Order, will issue a Notice of <br /> Applicability that will confirm the regulatory tier, timeline for compliance, and monitoring <br /> requirements. Alternatively, Central Valley Water Board staff may determine that, based upon <br /> individual facility operating parameters and site specific conditions, the General Order is not <br /> appropriate and that individual Waste Discharge Requirements are necessary to protect water <br /> quality and the environment. <br /> To ensure that we have the correct information for your facility, please check the attached <br /> Composting Facility Information Form, correct the information if necessary, and provide short <br /> answers to the compost operation questions. Please return the completed form to our office <br /> before 15 February 2016. Please note that submission of the information form does not take <br /> the place of submitting either a Notice of Intent or a Notice of Non-Applicability. <br /> All Notice of Intent and other correspondence submitted to this Office must be converted to <br /> searchable Portable Document Format (PDF) and submitted electronically. Documents that are <br /> less than'50 MB are to be emailed to: centralvalleysacramento@waterboards.ca.pov. <br /> Documents that are 50 MB or larger are to be transferred to a portable data storage device and <br /> mailed to this office at the address provided on the cover page, Attention: ECM Mailroom. <br /> To ensure that your submittal is routed to the appropriate staff person, the following information <br /> should be included in the body of the email or any documentation submitted to the mailing <br /> address for this office: <br /> Attention: Philip Giovannini, Title 27 Permitting and Mining Unit <br /> Discharger Name: Harvest Power California, LLC <br /> Facility Name: Harvest-Lathrop <br /> County: San Joaquin <br /> If you have any questions regarding the General Order or its potential applicability to your <br /> composting operation, or to discuss submittal requirements and deadlines, please contact Philip <br /> Giovannini at (916) 464-4812 or by email at Philip.Giovannini@waterboards.ca.gov. <br /> Sincerely, <br /> Pamela C.
