Application Comments <br /> October 21, 2016 <br /> Harvest Power <br /> 6943 N. Golden State Boulevard <br /> Fresno, CA 93722 <br /> Subject: Harvest-Lathrop facility expansion application (PA1600212) <br /> Environmental Health Department has reviewed your application to expand the existing facility at 920 W. Frewert <br /> Rd. and have the following comments: <br /> 1. Solid Waste Facility Permit, Report of Compost Site Information (RCSI), and Odor Impact Management <br /> Plan (GIMP) will require revision to account for changes in operation including tonnage, accepted wastes, <br /> vehicle counts, and facility size. <br /> 2. Track-out and drag-out has been an issue at this facility. To address this issue, all interior roads will need <br /> to be constructed of asphalt or concrete except in active composting areas with rumble strips near the exit <br /> of the facility. As an alternative to this requirement, facility may provide an engineered, commercially <br /> constructed wheel wash near the exit of the facility. <br /> 3. The proposed changes include the addition of digestate. The term digestate can be used to describe digested <br /> sewage sludge. The San Joaquin County Ordinance Code has a prohibition of the land spreading of sewage <br /> sludge composted or other. Digestate containing sewage sludge or bio-solids is prohibited. <br /> 4. In order for the facility to accept food waste and food digestate control measures must be implemented. <br /> The control measures shall include the unloading and processing of food waste inside an enclosed structure <br /> under negative pressure on a concrete pad. The food waste composting must be conducted utilizing an <br /> aerated static pile system to control odors. Provide engineering design plans for an aerated static pile <br /> system to effectively minimize odors. <br /> 5. If the facility operator chooses to they may conduct a comprehensive odor study to determine to odor <br /> impacts and propose alternative control measures based on the studies recommendations. The odor study <br /> will need to include meteorological conditions, inversion layers, and nearby receptors. The study should <br /> utilize discrete sampling and an odor panel to determine the odor units created by the addition of food <br /> waste and digestate to the compost. <br /> 6. Offsite litter, mostly on the east side of the facility has been an issue at this facility. A litter fence will need <br /> to be constructed on the east and north side of the facility to prevent litter from migrating offsite. The fence <br /> will need to be a minimum of 14 feet in height and shall be able to prevent litter from leaving the facility. <br /> 7. The site is prone to ponding. The facility will need to be graded in order to ensure proper drainage.
