0 • <br />-DRAFT - <br />Airborne <br />DRAFT- <br />Airborne Emissions Production. As described in the RCSI for the Facility, Harvest -Lathrop <br />minimizes airborne emissions by minimizing dust -producing activities, regular watering of <br />roads, and avoiding unnecessary material handling. <br />Process Water Distribution. Process water is added using a water truck. <br />Pad and Site Drainage and Permeability. The native site soil has been graded to provide <br />positive drainage. However, the site has a very low permeability soil, so standing water in <br />depressions can become a problem if not maintained. Depressions and standing water are filled <br />and covered with absorbent materials (like wood chips). <br />Equipment Reliability. All of the key processing equipment (the loaders, the screens, <br />etc.) is diesel -powered and portable. Minor equipment breakdowns are managed by <br />Harvest mechanics and typically are corrected within two days. In the event of severe <br />mechanical failure, similar processing equipment can be rented from nearby <br />contractors. Key employees are issued radios or cellular phones for mobile <br />communications. <br />Personnel Training. All new employees are trained on general facility operations, safety, <br />employee hierarchy, and general procedures upon hiring. The Site Manager conducts <br />refresher training every six months. A log of training (what was covered and who <br />attended is maintained at the facility office). <br />Weather Event Impacts. The most significant weather event impact affecting odors would be a <br />prolonged inversion condition. During these conditions, Harvest - Lathrop would minimize <br />unnecessary material handling like screening and/or turning. Under severe conditions regular <br />turning may be curtailed until winds increase. Severe and/or unseasonable winter rains could also <br />affect the facility by temporarily making access or operations difficult. <br />Utility Service Interruptions. As described above, all of the key processing equipment <br />(the grinder, loaders, screen, etc.) is diesel -powered and portable.
