The updated <br /> Report of Compost Site Information(RCSI)has been reviewed and meets the <br /> requirements of Title 14 CCR, Section 18227. The proposed changes to site operations <br /> are supported by CEQA and are found in the Mitigated Negative Declaration(MND) <br /> State Clearing House#2012022021 certified on March 15, 2012. <br /> The Environmental Health Department received one written comment regarding the <br /> proposed changes. The commenter included allegations that Harvest-Lathrop does not <br /> cleanup litter that leaves the site,the site has odors and that the operator operates outside <br /> of the permitted hours of operations.
