Sub divisions are approximately 1.3 miles away and the compost site is upwind from <br />those homes. <br />On page 2, it states "The active composting operations are downwind from the nearest <br />receptor." That is incorrect. It is upwind from most the off-site receptors near the site. <br />Page 3, #2. indicates that the facility operator would look to the LEA to remedy onsite odors. <br />Remove reference to LEA. <br />Page 4 Complaint Response Protocol - The site needs to post a 24 hour number the residents <br />can call to report odors and issue with the site at the front gate. <br />Page 4 Complaint Response Protocol — states the operator will document weather conditions. <br />Weather conditions to include temperature, wind speed, wind direction and any other condition <br />that would affect odor transport. Install an onsite weather monitoring station. <br />Page 5 Design Considerations for Minimizing Odors — states the site is predominantly rural <br />and far from most sensitive receptors. This state is inaccurate. Lathrop is approximately 1.3 <br />miles away. An operator shall cover the surface area of each windrow as described within three hours of <br />initial windrow formation and within three hours after each turning of the windrow for at least three <br />turns <br />of each windrow. For any windrows that are mechanically turned after 2: 00 pm, an exception to the three <br />hour limit can be made, which allows the operator to cover the surface area of at least the top third of <br />each windrow with finished compost cover by 12:00 pm the following day. <br />Page 9, Table 2 Receiving — states redirect extremely odiferous loads to Forward Landfill for <br />disposal. What evaluation method will be employed to determine this? If the waste is already <br />dumped will it be reloaded? <br />Page 11 Feedstock Receiving Area — states Most feedstocks that require processing... will be <br />processed within 48 hours of receipt. On Page 12 Storage Practices states All green Material is <br />processed with 7 days of receipt.
