-DRAFT - <br />Aeration. Harvest -Lathrop currently relies on natural aeration and does not employ any forced <br />aeration. <br />Moisture Management. Harvest uses a water truck to add moisture to the material to be <br />composted. <br />Feedstock Quality. Harvest's feedstocks are all source -separated and are delivered promptly to <br />the facility (they are not allowed to sit and generate odors prior to arriving at the facility). Most of <br />the feedstocks do not arrive with odor issues. Any particularly odiferous loads will be covered <br />with chipped wood waste to reduce odors. <br />Drainage controls. The Harvest site drains to a centralized holding pond which is then pumped <br />to one of two retention ponds. To date none of these has been identified as a source of odor. <br />Pad maintenance. Harvest regularly scrapes the pad in order to minimize ponding. Standing water <br />is absorbed using chipped wood or other absorbent. <br />Wastewater pond controls. As described above, Harvest maintains two ponds for water storage. <br />To date none of these has been identified as a source of odor. <br />Storage Practices. Materials that could generate odor during storage include incoming green <br />waste material and residential food scraps materials. All green material is processed within 72 <br />hours of receipt. As described in the RCSI, Harvest relies on nearby equipment vendors for <br />rental equipment in the event of a major equipment breakdown. Harvest employs sufficient staff <br />to cover existing shifts in the event of a personnel shortage (i.e., existing personnel could work <br />additional hours to cover shifts.). <br />Weather impacts. Operations are curtailed during periods of heavy rain and high winds. To date, <br />specific weather impacts have not been identified as contributing to off-site odors. <br />Biofiltration. Harvest does not currently use any biofiltration for odor control. <br />Tarping. Harvest would consider tarping piles if it were shown to reduce odors.
