Hazelton Ave. <br />Stockton, CA 95205-6232 <br />RE: SWIS Facility Number 39 -AA -0051, Harvest Power Lathrop <br />Dear Mr. Mattu, <br />This letter is in response to the request made of your office on 12/9/16 during an inspection of <br />our facility located at 920 W. Frewert Rd., Lathrop, CA 95330, to submit a written plan outlying <br />the steps and measures that Harvest Power has, and will be taking to reduce the level of <br />material on site to 100,000 cubic yards by February 22, 2017. <br />• Harvest Power immediately began diverting 500 yards per day from the facility and has <br />shipped these volumes to another facility owned by Harvest Power. We will continue to <br />do this moving forward. <br />• Harvest Power is using all available options for grinding in order to reduce the volume of <br />unprocessed material on site. The volume of raw material is roughly twice that of <br />ground greenwaste and as a result Harvest expects to be able to reduce the cubic yards <br />of our raw material on site by roughly 40% prior to the February 22nd deadline. <br />• Harvest Power is aggressively marketing finished product at discounted prices to free up <br />any site capacity being used for storage of finished compost. By mid-January Harvest <br />will have hired two dedicated sales representatives to ensure the prompt sale of <br />finished product from the site on an on-going basis. <br />• Harvest Power recently had a 31 party survey performed and the preliminary results <br />indicate a substantial reduction in the number of yards on site in comparison to the <br />173,788 calculated by EHD. As soon as these results are completed, we will provide <br />them to you. We will communicate our progress to your office on a bi-monthly basis. <br />The methodology utilized to ensure accurate measurements includes aerial <br />photography and detailed mapping of hundreds of points of data to calculate the <br />volumes. They specialize in the measurement of bulk, stockpiled materials. <br />Harvest Power wants to confirm our commitment to resolving this issue with the Environmental <br />Health Department. We will continue with diversion of material, sales of material and grinding <br />and are confident that we will be able to reduce the total volume of material on site in the <br />6943 N.
