construction chapter of the SWPPP must identify expected pollutants and now they will be <br />prevented from entering the storm system. The chapter shall also contain a maintenance plan, <br />a spill plan, and a training plan for all employees on proper use, handling and disposal of <br />potential pollutants. The example plans are available in the SWQCCP and CASQA handbooks. <br />3. Owner shall be responsible for providing the County with an annual report of operation and <br />maintenance of any system. The property owner shall also be responsible for the payment to <br />the County of an annual system inspection fee established by Resolution of the Board of <br />Supervisors. <br />4. A Maintenance Plan shall be submitted and the execution of a Maintenance Agreement with San <br />Joaquin County will be required for the owner/operator of storm water controls prior to the release <br />of the building permit. <br />5. Standard Best Management Practices for the type of development proposed shall be <br />incorporated into the site storm drainage design. <br />6. Wastewater shall NOT be allowed into the storm drainage system. <br />3. ENVIRONMENTAL HEALTH DEPARTMENT (Contact: [209] 468-3420) <br />a. A soil suitability and nitrate loading study incorporating proposed staff and customer use shall be <br />submitted to the Environmental Health Department, indicating that the area is suitable for septic <br />system usage. The studies must be approved by the Environmental Health Department prior to <br />issuance of building permit(s). (San Joaquin County Development Title, Section 9-1105.2(d)). The <br />fee will be based on the current schedule at the time of payment). <br />b. The sewage disposal system shall comply with the onsite wastewater treatment systems standards <br />of San Joaquin County prior to approval. A percolation test conducted in accordance with the E.P.A. <br />Design Manual - Onsite Wastewater and Disposal Systems is required for each parcel. The fee will <br />be based on the current schedule at the time of payment. <br />c. Prior to final occupancy, submit to the Environmental Health Department revised site plans showing <br />the location and configuration of any existing and proposed sewage disposal systems, along with <br />the area required to be reserved for future sewage disposal repair/replacement (area for 100% <br />sewage disposal replacement) prior to issuance of building permit. The plans shall include the <br />design calculations, including the maximum number of persons the sewage disposal system is <br />proposed to serve. <br />d. In addition, show on revised plans that <br />the disposal field area will be barricaded so it cannot be <br />driven over, parked on, or used as a storage area. This disposal field area must be used for that <br />specific purpose only, and it cannot contain any underground utility lines (San Joaquin County <br />Development Title, Section 9-1110.4(c)(5)). <br />e. The existing private water well shall be tested for the chemical Dibromochloropropane (DBCP) and <br />nitrates with the results submitted to the Environmental Health Department prior to issuance of <br />building permit(s). Samples are to be taken and analyzed by a State -approved laboratory (San <br />Joaquin County Development Title, Section 9-1115.7). <br />f. Construction of an individual sewage disposal system(s) <br />under permit and inspection by the EHD <br />is required at the time of development based on the Soil Suitability/ Nitrate Loading Study findings <br />(San Joaquin County Development Title, Section 9-1110.3 & 9-1110.4). <br />g. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the <br />number of service connections exceed four, a yearly permit to operate a public water system will <br />be required by the Environmental Health Department (San Joaquin County Development Title <br />Section 9-1120.2 and 9-1115.9.). <br />PA -1800206 (UP) —Conditions of Approval 5 <br />
