The following is an itemized list of underground storage tank violations that have not been addressed for Gemco Ripon Truck Plaza Inc. as of October 18, 2021. Open violations from June 24, 2021 inspection Violation#210-Failure to provide initial training,train every 12 months,and have a trained employee present. OBSERVATION: The designated operator employee training records were not found on site during the inspection. REGULATION GUIDANCE: The designated operator shall train facility employees in the proper operation and maintenance of the UST system at least once every 12 months. The training shall be conducted before the individual performs the duties of a facility employees.The training shall include, but is not limited to: 1. Operation of the UST system in a manner consistent with the facility's best management practices 2. Employee's role with regard to monitoring equipment as specified in the facility's monitoring plan 3. Employee's role with regard to spills and overfills as specified in the facility's response plan 4. Name of the contact person(s)for emergencies and monitoring equipment alarms Initial training shall also include a site-specific practical demonstration that provides both sharing information and evaluating knowledge for responding to emergencies, leak detection, monitoring alarms, spills and overfills. At least one of the facility employees present during operating hours shall have current training. CORRECTIVE ACTION: Ensure that employees have been trained by the designated operator, maintain the list on site, and submit a copy of the training records to the EHD. ❑ This violation was corrected ❑This violation will be corrected by(date): ❑ Supporting documents included Describe actions taken or will be taken to correct violation: Violation#214-Failure to comply with UST operating permit conditions. OBSERVATION: The facility is not in compliance with the written conditions of the operating permit.The annual monitoring system certification and leak detector testing are performed annually.The annual testing were last performed on 02/10/2020. REGULATION GUIDANCE: The owner and operator of underground storage tank(UST)systems shall comply with all requirements of the permit issued for the operation of the UST system. CORRECTIVE ACTION: Immediately take all necessary actions to bring these UST systems into compliance.
