L` <br />Harvest -Lathrop Composting is a 10 acre facility. The facility is owned and operated by <br />Harvest Power California, LLC. The site is located at 920 Frewert Rd., Lathrop; the <br />nearest cross road is Manthey Rd. The facility is proposing to obtain a Solid Waste <br />Facility Permit (SWFP). The proposed changes for obtaining a SWFP include the <br />following: <br />• Convert a Notification Tier Permit to a Full Tier Solid Waste Facility Permit <br />• Change in ownership from Valley Organics, Inc. to Harvest Power California, LLC <br />• Increase in the operation acreage from 10 acres to 20 acres <br />• Change in permitted material from green waste only to co -collected green waste <br />with food and plant agricultural material <br />• Increase from 12,500 cubic yards of compostable material on-site at any one time <br />to a maximum of 500 tons per day and 156,000 tons per year <br />• Installation of a 14 foot berm/wall located directly to the east and south of the on- <br />site grinder to prevent a noise nuisance <br />• Change in the design of the entrance/exit to prevent trucks from queuing onto <br />Frewert Rd. <br />• Addition of a water supply backup source <br />The LEA's preliminary determination is that the SWFP would be approved. <br />An analysis of the California Environmental Quality Act (CEQA) for this project was <br />performed and a Negative Declaration was recommended. On March 15, 2012, <br />Conditional Use Permit PA -1200011 and Negative Declaration SCH# 2012022021 was <br />approved by the San Joaquin Planning Commission. <br />The Puroose of the Meetin <br />This Public Hearing is for any interested parties to learn more about the proposed permit <br />and to provide comments to the LEA regarding the proposed action. The decision to <br />approve or deny the SWFP will be made by the LEA within 120 days of the date the <br />application was deemed complete as required by state statute. The SWFP will be <br />submitted to CalRecycle for concurrence at a public meeting.
