L` Harvest -Lathrop Composting is a 10 acre facility. The facility is owned and operated by Harvest Power California, LLC. The site is located at 920 Frewert Rd., Lathrop; the nearest cross road is Manthey Rd. The facility is proposing to obtain a Solid Waste Facility Permit (SWFP). The proposed changes for obtaining a SWFP include the following: • Convert a Notification Tier Permit to a Full Tier Solid Waste Facility Permit • Change in ownership from Valley Organics, Inc. to Harvest Power California, LLC • Increase in the operation acreage from 10 acres to 20 acres • Change in permitted material from green waste only to co -collected green waste with food and plant agricultural material • Increase from 12,500 cubic yards of compostable material on-site at any one time to a maximum of 500 tons per day and 156,000 tons per year • Installation of a 14 foot berm/wall located directly to the east and south of the on- site grinder to prevent a noise nuisance • Change in the design of the entrance/exit to prevent trucks from queuing onto Frewert Rd. • Addition of a water supply backup source The LEA's preliminary determination is that the SWFP would be approved. An analysis of the California Environmental Quality Act (CEQA) for this project was performed and a Negative Declaration was recommended. On March 15, 2012, Conditional Use Permit PA -1200011 and Negative Declaration SCH# 2012022021 was approved by the San Joaquin Planning Commission. The Puroose of the Meetin This Public Hearing is for any interested parties to learn more about the proposed permit and to provide comments to the LEA regarding the proposed action. The decision to approve or deny the SWFP will be made by the LEA within 120 days of the date the application was deemed complete as required by state statute. The SWFP will be submitted to CalRecycle for concurrence at a public meeting. If you wish to be notified of the CalRecycle meeting, please notify the LEA in writing no later than June 30, 2012.
