content and odor will be evaluated, and operations ceased when winds are over 25 mph and <br />suspended if odor is identified at or near the property line. <br />The area is dry in the summer, with rain averaging 2- 3 inches per month during the winter and <br />early spring. Historically, rainfall totals approximately 15 inches per year. Management <br />practices during the dry months will involve monitoring to be sure enough moisture is in the <br />material, and during the rainy months to prevent any ponding of water on site. The windrows <br />are aligned parallel to the slope of the facility, toward the retention pond to prevent ponding of <br />rainwater on the site. <br />In periods of heavy winds (over 25 mph) site operations will cease to avoid the possibility of fire <br />or dust. If material cannot be incorporated within 36 hours, it will be covered with a tarp until. <br />Watering will continue to the site for dust suppression and on the compost piles. <br />®" Sampling requirements <br />Samples of the composted material will be taken to ensure that metal concentrations and <br />pathogens do not exceed maximum acceptable concentrations by appropriate agencies. They <br />are sent to a laboratory certified by the California Department of Health Services. One sample <br />per 5,000 cubic yards of finished compost product will be analyzed to satisfy this requirement. <br />Hours of operation <br />The hours of operation for this facility are: Monday - Saturday, 7 a.m. — 4 p.m. The facility is <br />closed on Sundays and the following holidays: New Years Day, Presidents Day, Memorial Day, <br />Independence Day, Labor Day, Thanksgiving and Christmas. The facility may operate outside <br />normal business hours occasionally if there is an emergency, special occurrence or to <br />accommodate community clean ups. If an event is to take place, the LEA will be notified at <br />least 48 prior to, or 48 hours after, the event. The activity will be logged as a special <br />occurrence. <br />Facility Records <br />All incoming and outgoing material is weighed, logged and document as to origin, type or <br />destination. Certified scale taps are sequential and required to be kept for five years. Special <br />occurrences are logged in a separate ledger. The date, time and circumstances described to <br />detail files, injury or any unusual issues and kept in this ledger as well. Special occurrences are <br />reported to and logged by the supervisor on duty, including any special occurrences <br />encountered during operation and methods used to resolve problems arising from these <br />events, including details of all incidents that required implementing emergency procedures. <br />The logs are kept in the scale house and are available for inspection at the scale house by <br />authorized representatives of CalRecycle, the LEA, local health or other agencies during normal <br />working hours. <br />iAny public complaints are also logged and include: the nature of the complaint, date received, <br />if available the name, address and phone number of the person making the complaint, and any <br />actions taken to resolve the complaint. <br />7 <br />
