CalRecycle <br />Compostable Materials Handling Operation and Facility Inspection Report (91 <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE (PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) <br />No Violations <br />or Areas of Concern <br />V A <br />Regulations <br />x <br />17867(a)(5) - Unauthorized Access <br />Comments: The facility perimeter fence needs repair or replacement. There are sections of the fence missing on <br />all four sides of the property. <br />a. A violation was given on the previous inspection report (12/21/09) because the facility did not have a <br />perimeter fence. <br />b. Operator submitted an initial plan in which it was described that the property will be fenced in phases. <br />Maier's Fence in Manteca gave an estimate as to the cost to fence the property. According to the plan, <br />fencing of the east property line will begin in April 2010. After completion of fencing the east property <br />line, fence installation will continue around the property as money becomes available. <br />c. Continue with the initial phase of fencing the east property line in order to provide site security and <br />prevent unauthorized access to the facility. <br />X <br />17869(h) - Training Records <br />Comments: The operator was unable to produce the records of training and instruction during the inspection. <br />a. All records shall be kept in one location, accessible for five years, and available for inspection. <br />Inspection Report Comments: <br />Quarterly compost inspection performed on this date and the following was noted: <br />1. The temperatures of the windrows are as following: 1A = 128F, 7B = 144F, 29A = 108F, and 36A <br />113F. <br />2. The following are temperatures of other piles: finished compost = 95F, overs = 80F, ground green <br />waste = 97F, and the greenwaste = 143F. <br />3. Accoring to the operator there were approximately 51 windrows. Inspector also observed the <br />following piles: greenwaste, ground green waste, overs, finished compost, wood, and a Christmas <br />tree pile. The estimated total volume of the windrows and piles is 10,000 cubic yards. <br />4. Due to the seasonal change, dusty conditions will start to occur in the near future. It is <br />recommended that the facility begin to implement their dust control method (sprinklers). <br />5. During the pathogen reduction period, active compost shall be maintained at a temperature of 131 F <br />or higher for 15 days or longer with a minimum of 5 turnings of the windrows. Operator still has <br />failed to document this in a manner that allows verification that the windrows underwent the pathogen <br />reduction period completely. Improvement on the record keeping has been made. Implement the <br />recommendations given during the inspection. <br />I <br />
