X <br />17868.5(a) - Load Checking / Sorting <br />Comments: Unchecked green waste is being dumped onto load checked green waste pile by delivery trucks <br />resulting in increased levels of physical contamination. <br />A. The feedstock shall undergo load checking to ensure that physical contaminants are no greater than 1.0 <br />percent of total weight. Load checking shall include both visual observation of incoming waste loads and load <br />sorting to quantify the percentage of physical contaminants and detect receipt of unacceptable feedstock (e.g., <br />feedstock that does not meet the definition of green material or vegetative food material. <br />B. Ensure incoming waste is dumped separate from load checked pile until the waste has been load checked to <br />prevent contamination. <br />Inspection Report Comments: <br />Notes: <br />1.) Fly population on site was very light. <br />2.) Facility was in the process of placing bait stations during this inspection. Concentrate majority of bait stations around <br />the green waste area as this area is most likely to attract and harbor rodents. <br />3.) Temperature range of the windrows was between 132F and 146F. Temperature range of the green waste piles was <br />between 82F and 95F. Temperature range of the ground waste was between 146F and 148F. Temperature range of <br />prescreened material was between 126F and 146F. Temperature range of finished compost was between 90F and 91 F. <br />Temperature of overs pile was 80F. <br />4.) Facility records were available for review. Log temperatures of prescreened material, overs, and finished compost. <br />5.) Facility is still awaiting results of last compost sample. <br />6.) No litter was observed in adjacent fields. <br />7.) Facility has posted signs on the opposite side of Frewert Rd. instructing trucks to not park in this area. <br />8.) Overs were observed spread in the northwest corner of the facility to aid with traction. This will be allowed due to the <br />amount of ponding in this area around the green waste, but this should not be a routine practice. <br />9.) Due to inclement weather, facility was unable to reach compliance deadline of February 22, 2017. Aerial survey <br />provided by facility shows that as of 1/31/2017, there was 139,260 cubic yards of material on site. Facility is diverting <br />green waste to its Tulare location both from the facility and directly from customer locations. Since December 2016, <br />5656 tons of material has been diverted from the facility. <br />10.)
