Piles of material on site exceed <br />250' in length. Piles of ground waste have been on site for more than 6 months. <br />A. Facility must comply with design parameters and LEA conditions specified in the solid waste facility permit. <br />B. Facility is permitted to operate over an area of 20 acres with a maximum of 100,000 cubic yards of material on <br />site. Stockpiles on site shall not exceed 25' in height, 150' in width, and 250' in length. Stockpiling of compostable <br />organic material for a combined period of time greater than six months is considered disposal and must either be <br />removed from the site or processed for composting purposes. <br />C. Facility must reduce the amount of material on site to 100,000 cubic yards or below and alter piles on site so <br />that they are within the dimensions listed above. Remove all material that has been on site for more than 6 <br />months. <br />x <br />17863 - Report of Composting Site Information <br />Comments: Facility is not able to grind and place incoming green waste into windrows within 72 hours of receipt. <br />A. Facility must comply with its Report of Composting Site Information (RCSI). <br />B. According to facility RCSI, all compostable material entering the facility is to be ground and placed into <br />windrows within 72 hours of receipt. <br />C. Ensure compostable material entering the site is ground and placed into windrows within 72 hours of receipt. <br />Inspection Report Comments: <br />Notes: <br />1.) Temperature range of windrows was between 158F and 168F. Temperature range of finished compost was between <br />114F and 156F. Temperature range of overs was between 96F and 108F. Temperature range of finished product was <br />between 108F and 116F. Temperature range of green waste was between 87F and 98F. Temperature range of ground <br />waste was between 140F and 160F. <br />2.) Area of concern given during previous inspection for dusty conditions on site has been corrected. Facility has been <br />watering roads resulting in decrease in dust on site. <br />3.) Facility was updating information on signs posted in front of the entrance during this inspection. A stop sign will be <br />placed near the exit to address complaint received regarding truck turning onto Frewert Rd. without stopping. <br />4.) A light amount of track -out was observed on Frewert Rd. during this inspection. <br />5.) Fly population on site was light. <br />6.) Odors on site were light. <br />7.) Previous area of concern given for observation of smoldering pile on site has been corrected.
