SANJ O A Q U I N Environmental Health Department
COUNTY—
(b)The stationary source and regulated substances handled:
Reliance Cold Storage Company
1627 Navy Drive
Stockton, CA 95206
Ammonia (anhydrous) is the refrigerant in the two-stage industrial refrigerated
warehouse. It is disbursed throughout the piped system in a gas and/or liquid state in
either the low-pressure or high-pressure side of the system.
(c)The general accidental release prevention program and chemical-specific prevention steps:
Generally speaking, the company conducts itself in such a manner as to reduce as
much as reasonably possible any accidental release of the ammonia refrigerant. Each
warehousing act and refrigeration maintenance procedure begins and ends with the
thought of not causing any release of ammonia. All warehouse employees (3) are
trained and knowledgeable in this refrigeration system and always take steps to be safe
and not create an accidental release of the refrigerant. All non-employed persons are
directed away from refrigeration equipment. Warehousing the stored product is
conducted in a fashion to eliminate any contact with refrigeration components.
(d)The five-year accident history:
None
(e)The emergency response program:
An emergency response plan has been developed and implemented for the purpose of protecting public health and the
environment.
Procedures for informing the public through contact with local emergency response agencies has been addressed.
Stockton Fire Dept.-(209)937-8801
UPA-(209)468-3420
Dameron Hospital-(209)944-5550
First-aid and emergency medical treatment due to an accidental release will be administered by the local medical
providers.
Employee training, procedure reviews and updates due to changes will be addressed as needed and reviewed every
three years.
12 of 22
