In response to the NOV issued on 07/20/2021 at the Pilot Travel Center Lathrop- 1017 located at 345 Roth Road in French Camp,the following have been addressed: • For failure to complete and maintain a Substantial Harm Criteria certification, a revised copy of the SPCC Plan is attached for your review and approval. Once approved,the Plan will be maintained at the site. • For failure to amend Plan as necessary,the SPCC Plan has been amended and will be posted at the site pending SJCDEH approval. • For failure of the Plan to address disposal methods for recovered materials,the SPCC Plan has been amended and will be posted at the site pending SJCDEH approval. • For failure of the Plan to adequately contain procedures for reporting a discharge,the SPCC Plan has been amended and will be posted at the site pending SJCDEH approval. • For failure to keep written records of procedures, inspections and tests for at least three years,the monthly inspection dated 01/14/2019 has been signed by the inspector and placed into the appropriate binder on site. A copy of the signed inspection report is attached for your reference. • For a container not compatible with oil stored and/or storage,the liquid from T3,T5 and T9 piping leaks was drained and disposed of into a diesel drum. Piping connections were tightened and no further leaks were identified. A photograph is included for your reference. The SPCC Plan was amended to include language about compatible containers and storage conditions. It will be posted at the site pending SJCDEJ approval. • For failure to provide and maintain adequate secondary containment,the drain valves to the secondary containment on tanks T3-5 diesel and T6 biodiesel were placed into the closed position. A photograph is included showing their position. • For the Plan failure to adequately discuss procedures to test or inspect each container for integrity,the SPCC Plan has been amended and will be posted at the site pending SJCDEH approval. • For failure to regularly test liquid level sensing devices to ensure proper operation,the SPCC Plan has been amended and will be posted at the site pending SJCDEH approval.
