Received call, via SJGH dispatch, from Carlos Perez of PG&E, BACKUS <br /> 530-616-0871, reporting a vehicle accident and PG&E transformer oil spill. A pole <br /> mounted transformer hit the ground and spilled 56 gallons of oil on the roadway <br /> and adjacent shoulder. Carlos said that Dave Larsen of PG&E has already <br /> cleaned up the roadway and called for a USA dig survey to excavate the soil on <br /> the shoulder. The shoulder cleanup should happen in three days. The <br /> transformer has a blue sticker indicating it contained non-PCB oil. According to <br /> the spill report 20-4624, the vehicle caught fire. <br /> Arrived on site at 7 pm. PG&E crews were repairing power lines on several power <br /> poles. I was escorted by the traffic control contractors to the transformer oil spill <br /> site, 905 feet east of Baldwin Lane on the north side of Hwy 26. The spill occurred <br /> on the roadway and also on the north shoulder. The spill area on the shoulder is <br /> approximately 15 x 10 feet. Dave Larsen was no longer on site. I took photos of <br /> the scene. Sent Notice to Abate to Alex Steele. <br /> 08/29/2020 Received call at 1:04 pm from Dave Larsen of PG&E that the clean-up was ready BAKER <br /> for verification. Left at 1:11 pm. Arrived on site at 1:54 pm. Clean-up of oil <br /> impacted dirt is complete. Excavation covered an approximate area of 1 0x1 0 feet <br /> and was up to three feet deep. One 20 yard roll of waste waste generated. Roll <br /> off will tentatively be picked up on Monday, 8/31/2020, and taken to forward landfill <br /> for disposal. Left site at 2:20 pm. Arrived back at 3:08 pm. <br /> Completed photo log. <br /> 1:04 pm-3:30pm <br /> 08/31/2020 Emailed Alex Steele and asked for the oil PCB analysis and the roll-bin disposal BACKUS <br /> record. <br /> 10/01/2020 Emailed Dave Larsen and Alex Steele to get disposal records and PCB results. BACKUS <br /> 12/17/2020 Reviewed and filed Forward Landfill weight ticket for the soil disposal of 18 cubic BACKUS <br /> yards of contaminated soil and the none detect lab results for PCBs in the oil. <br /> One 20-gallon container of oily absorbent from the roadway cleanup was taken to <br /> the 4040 West Lane PG&E consolidation site on Aug 23-24 for storage until <br /> disposal.
