SAN J O A Q 1 I N Environmental Health Department <br /> — COUNTY-- <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: PG&E Date: Mar 16, 2020 <br /> RP Mailing Address: PO BOX 7640 Record ID#: C00051757 <br /> SAN FRANCISCO, CA 94120- Program Element: 2546 <br /> Spill Location: 11464 N RIO BLANCO RD, STOCKTON Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISC HARG EfWASTE RELEASE: <br /> Approximately 95 gallons of mineral oil was released from a pad mounted transformer. <br /> OBSERVATIONS: <br /> Heavy staining was observed on the ground around the pad mounted transformer. PSC, environmental company hired by <br /> PG&E, emptied the transformer of mineral oil to stop the leak. PSC contained the area by covering contaminated dirt with <br /> plastic sheets and placing absorbent socks around the transformer. No mineral oil was observed in the nearby waterways. <br /> PSC is currently waiting for the US Dig ticket to be completed so the cleanup can begin. PG&E is going to run a sample for <br /> PCB analysis. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> • Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> ° Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> ° Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately. <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Submit final disposal records, any test results, and hazardous waste determination documents to the EHD. <br /> Other Correction <br /> COST RECOVERY: All EHD time associated with this Spill Response is billed to the responsible party at the current hourly <br /> rate.
