CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> Order R5-2013-0122 <br /> INFORMATION SHEET <br /> REISSUED WASTE DISCHARGE REQUIREMENTS GENERAL ORDER <br /> FOR <br /> EXISTING MILK COW DAIRIES <br /> INTRODUCTION <br /> This Information Sheet provides information to supplement, clarify, and elaborate upon the <br /> findings and requirements contained in the reissued Waste Discharge Requirements General <br /> Order for Milk Cow Dairies R5-2013-0122 (the "Dairy General Order"). This Information Sheet is <br /> considered a part of the Dairy General Order. <br /> The Dairy General Order will serve as general Waste Discharge Requirements (WDRs)for <br /> discharges of waste from existing milk cow dairies. The Dairy General Order is not a National <br /> Pollutant Discharge Elimination System (NPDES) permit, and does not authorize discharges to <br /> surface waters that would otherwise require a NPDES permit. <br /> All dairies receiving coverage under the Dairy General Order are required to: <br /> • Monitor wastewater, soil, crops, manure, surface water discharges, and storm water <br /> discharges; <br /> • Monitor surface water and groundwater in accordance with a monitoring and reporting <br /> program (regulated dairies have the option to join a Representative Groundwater <br /> Monitoring Program (RMP) in lieu of individual monitoring of first encountered <br /> groundwater); <br /> • Implement a Waste Management Plan for the dairy production area; <br /> • Implement a Nutrient Management Plan (NMP) for all land application areas; <br /> • Retain records for the production area and the land application areas; <br /> • Submit annual monitoring reports; and <br /> • Improve or replace management practices that are found not to be protective of water <br /> quality. <br /> BACKGROUND <br /> Pursuant to Water Code section 13260, any person discharging or proposing to discharge <br /> wastes that could affect the quality of the waters of the state is obliged to file a report of that <br /> discharge with the appropriate regional water board (this report is referred to as a "Report of <br /> Waste Discharge" or"ROWD").
