Information Sheet IS-29 <br /> Reissued Waste Discharge Requirements General Order R5-2013-0122 <br /> Existing Milk Cow Dairies <br /> wastewater, and animal waste impacted soil, including soil within the pond(s), is disposed of or <br /> utilized in a manner which does not pose a threat to surface water or groundwater quality or <br /> create a condition of nuisance. These closure requirements ensure compliance with the <br /> provisions of the State Anti-Degradation Policy. <br /> Receiving Water Limitations: This Order includes Groundwater Limitations that require the <br /> discharge of waste at existing milk cow dairies not cause the underlying groundwater to exceed <br /> water quality objectives, unreasonably affect beneficial uses, or cause a condition of pollution or <br /> nuisance. <br /> These limitations are effective immediately except where Dischargers are in compliance with the <br /> requirements of Sections II or III of the Monitoring and Reporting Program <br /> R5-2013-0122, Attachment A, and such Dischargers are implementing management <br /> practices/activities on a time schedule that is as short as practicable. For Dischargers <br /> participating in the RMP, management practices/activities must be implemented on a time <br /> schedule that is as short as practicable and that is consistent with the Time Schedule for <br /> Compliance (section M.) contained in the reissued Dairy General Order. <br /> How Will the Board Evaluate the Effectiveness of Management Practices? <br /> This Dairy General Order includes a provision that requires compliance with the MRP, and <br /> future revisions thereto, or with an individual monitoring and reporting program, as specified by <br /> the Central Valley Water Board or the Executive Officer. The MRP requires: <br /> • periodic inspections of the production area and land application areas <br /> • monitoring of manure, process wastewater, crops, and soil <br /> • recording of operation and maintenance activities <br /> • groundwater monitoring <br /> • storm water monitoring <br /> • the drainage water monitoring <br /> • monitoring of surface water and discharges to surface water <br /> • annual reporting <br /> • annual reporting of groundwater monitoring <br /> • annual storm water reporting <br /> • noncompliance reporting <br /> • discharge reporting <br /> Specifically, the Dairy General Order requires Dischargers to monitor, either individually or <br /> through the RMP, first encountered groundwater upgradient and downgradient of the production <br /> area, retention ponds, and land application areas.
