<br />PA-1800315 – Conditions of Approval 1 <br />CONDITIONS OF APPROVAL <br />PA-1800315 <br />VANDER SCHAAF DAIRY #3 / PROVOST & PRITCHARD / STEVE BOMMELJE <br /> <br />Site Approval Application No. PA-1800315 was approved by the Planning Commission on August 5, <br />2021. The effective date of approval is August 15, 2021. This approval will expire on February 15, 2023, <br />which is 18 months from the effective date of approval, unless (1) all Conditions of Approval have been <br />complied with, (2) all necessary building permits have been issued and remain in force, and (3) all <br />necessary permits from other agencies have been issued and remain in force. <br /> <br />Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled <br />prior to the establishment of the use and the issuance of any building permits. Those Conditions <br />followed by a Section Number have been identified as ordinance requirements pertinent to this <br />application. Ordinance requirements cannot be modified, and other ordinance requirements may <br />apply. <br /> <br />1. COMMUNITY DEVELOPMENT DEPARTMENT (Contact: [209] 468-3121) <br /> <br />a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT". The Site <br />Plan required as a part of the building permit must be prepared by a registered civil engineer or <br />licensed architect. This Plan must show drainage, driveway access details including gates, on-site <br />parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE <br />PLAN CHECK LIST" for details). Foundation and soils investigation shall be conducted in <br />conformance with Chapter 18 of the California Building Code at the time of permit application. A <br />fee is required for the Site Plan review. (Development Title Section 9-884) <br /> <br />b. APPROVED USE: This approval is for a manure digester operation to be completed in 18 months <br />as shown on the Revised Site Plan dated May 21, 2021. The facility will process manure from both <br />onsite and offsite dairies, and includes the construction of the following: (Use Type: Agricultural <br />Wastes) <br /> <br /> 11,825-square-foot hydrolyzer structure, <br /> 57,600-square-foot digester double-lined covered lagoon, <br /> 5,100-square-foot Livestock Water Recycling structure, <br /> 3,200-square-foot office building, <br /> 1,500-square-foot utility shop, <br /> 5,500-square-foot Livestock Water Recycling equipment area, <br /> 11,000-square-foot Renewable Natural Gas equipment area, <br /> 2,760-square-foot processing and equalization pit, <br /> 7,850-square-foot flare structure, <br /> 1,370-square-foot truck scale, <br /> Three natural gas genset containers totaling 1,400 square-feet, <br /> 144-square-foot collection pit, <br /> 1,990-square-foot flush pit, <br /> 2,700-square-foot manure screen separation structure, <br /> 1,900-square-foot bedding drying structure, and <br /> temporary manure storage area. <br /> <br />c. CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. If the Capital <br />Facility Fee is applicable, the County shall collect the fees before the issuance of any building <br />permits. (Development Title Section 9-1245.2) <br /> <br />
