Reissued Waste Discharge Requirements General Order R5-2013-0122 6 <br /> Existing Milk Cow Dairies <br /> Order, the Central Valley Water Board requested monitoring at 80 dairies with poor <br /> waste management practices in the Tulare Lake Basin. This monitoring has also <br /> shown groundwater impacts under many of the dairies, including where <br /> groundwater is as deep as 120 feet and in areas underlain by fine-grained <br /> sediments. <br /> 22. Groundwater monitoring is the most direct way to determine if management <br /> practices at a dairy are protective of groundwater, Monitoring and Reporting <br /> Program R5-2013-0122 (MRP), which is attached to and made part of this Order, <br /> requires groundwater monitoring to determine if a dairy is in compliance with the <br /> groundwater limitations of this Order. <br /> 23. Under the MRP, Dischargers have the option of either implementing individual <br /> groundwater monitoring or participating in a Representative Monitoring Program <br /> (RMP) to identify whether or not their specific management practices are resulting <br /> in adverse impacts to groundwater (i.e., whether the discharge is in compliance <br /> with the groundwater limitations of this Order). Extensive long-term monitoring is <br /> needed to document which dairy waste management practices are protective of <br /> groundwater, and what effect these management practices will have on <br /> groundwater under a variety of different site conditions. <br /> a. Dischargers implementing individual monitoring must submit the following <br /> reports to the Board's Executive Officer: <br /> Annual Reports: Dischargers who have elected to perform individual <br /> groundwater monitoring must submit annual groundwater monitoring <br /> reports to the Executive Officer. These annual reports provide a summary <br /> of the analytical data collected to date and an evaluation of the <br /> groundwater monitoring program's adequacy to assess compliance with <br /> the Order, including whether the data provided are representative of <br /> conditions upgradient and downgradient of the wastewater management <br /> area, production area, and land application area of the dairy facility. <br /> Summary Report: In addition to submittal of annual reports, the MRP also <br /> requires that Dischargers conducting individual groundwater monitoring <br /> submit a summary report six (6) years after initiating sampling. The <br /> summary report must provide a detailed assessment of the monitoring <br /> data, and must include an evaluation of whether site activities associated <br /> with operation of the wastewater retention ponds, production area, or land <br /> application areas have impacted groundwater quality. The summary report <br /> must include a discussion on implementation of changes in management <br /> practices and/or activities that are being taken and an evaluation of <br /> progress in complying with Groundwater Limitation F.1 of the Order. <br /> b. Dischargers participating in an RMP must collectively submit the following <br /> reports to the Board's Executive Officer: <br />
