SAN.-IOAQUIN Environmental Health Department <br /> CC)LI 'JTY <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: DTL TRANSPORT Date: Jun 18, 2020 <br /> RP Mailing Address: 5375 N GOLDEN STATE BLVD Record ID#: COQXZNQTU <br /> FRESNO, CA 93722- Program Element: 2546 <br /> Spill Location: 800 E PESCADERO AVE, TRACY Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> A semi-truck hit a center median and stopped near a storm drain releasing approximately 60-75 gallons of diesel fuel. <br /> OBSERVATIONS: <br /> Diesel staining was observed starting near the center median on Pescadero St. and ending at a storm drain in the McLain <br /> Food Service parking lot. The diesel spill on the pavement was cleaned up by All Environmental Services, hired cleanup <br /> contractor. Approximately two 55 gallon drums of diesel contaminated absorbent waste was generated from the pavement <br /> cleanup. <br /> Diesel was coming out of the storm drain pipe and flowing into the canal. Diesel contaminated water was seen one quarter <br /> of a mile downstream. All Environmental Services is currently in progress of blocking the pipe going into the canal and <br /> blocking a narrow portion of the canal one quarter of a mile downstream by using absorbent booms. <br /> No diesel contaminated water was seen half a mile and three quarters of a mile downstream. <br /> Vegetation, fish and other wildlife were observed in the canal. <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> • Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> • Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> ° Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> CORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately clean up the diesel contaminated water in the storm drains and the canal.
