This species <br />has moderate potential to occur within the Study Area based on the presence of <br />potentially suitable habitat. <br />Implementation of Mitigation Measures MM BIO-1b, MM BIO-12, MM BIO-18, <br />and MM BIO-19 would reduce potential impacts to lesser saltscale to: Less than <br />Significant with Mitigation Incorporated. <br />Vernal pool smallscale (Atriplex persistens) <br />Vernal pool smallscale has a CRPR of 1B.2, but it is not listed under FESA or <br />CESA. This species is an annual herb in the goosefoot family, and it blooms from <br />June through October (CNPS 2019). It is endemic to California, and its current <br />range includes the Central Valley (CNPS 2019; Jepson Flora Project 2019). It is <br />presumed extirpated from Stanislaus County. It typically grows in alkaline vernal <br />pools (CNPS 2019). Threats to vernal pool smallscale include agriculture and <br />flood control activities (CNPS 2019). Potentially suitable habitat for vernal pool <br />smallscale is present within the Study Area. However, this species has low <br />potential to occur within the Study Area because the Study Area is located on the <br />edge of its known range so potential impacts would be less than significant. <br />Implementation of Mitigation Measures MM BIO-1b, MM BIO-12, MM BIO-18, <br />and MM BIO-19 would further avoid, minimize and/or reduce the potential for <br />impacts to vernal pool smallscale. <br />Big-scale balsamroot (Balsamorhiza macrolepis) <br />Big-scale balsamroot has a CRPR of 1B.2, but it is not listed under FESA or <br />CESA. This species is a perennial herb in the sunflower family, and it blooms <br />from March through June (CNPS 2019). Its current range includes the Sierra <br />Nevada Foothills, central High Sierra Nevada, Sacramento Valley, Inner North <br />Coast Ranges, and eastern San Francisco Bay Area (CNPS 2019; Jepson Flora <br />Project 2019). It typically grows in chaparral, cismontane woodland, and valley <br />and foothill grasslands (CNPS 2019). The microhabitat for big-scale balsamroot <br />includes some serpentine sites (CDFW 2019). Current threats to this species <br />include grazing, residential and recreational development, energy development, <br />and non-native plants (CNPS 2019). This species has moderate potential to <br />occur within the Study Area based on the presence of potentially suitable habitat. <br />Implementation of Mitigation Measures MM BIO-18 and MM BIO-19 would <br />reduce potential impacts to big-scale balsamroot to: Less than Significant with <br />Mitigation. <br />Big tarplant (Blepharizonia plumosa) <br />Big tarplant has a CRPR of 1B.1, but it is not listed under FESA or CESA.
