<br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration xix <br />c) Causes a sludge or emulsion to be deposited beneath the surface of the water or <br />adjoining shorelines. <br /> <br />h. If a spill is reportable, the contractor will notify the DWR staff, and the DWR staff will <br />take action to contact the appropriate safety and cleanup crews to ensure that the <br />Spill Prevention and Response Plan is followed. A written description of reportable <br />releases must be submitted to the Regional Board and the California Department of <br />Toxic Substances Control (DTSC). This submittal must contain a description of the <br />release, including the type of material and an estimate of the amount spilled, the <br />date of the release, an explanation of why the spill occurred, and a description of the <br />steps taken to prevent and control future releases. The releases will be documented <br />on a spill report form. <br /> <br />i. If a significant spill has occurred, and results determine that project activities have <br />adversely affected surface water or groundwater quality, a detailed analysis will be <br />performed to the specifications of DTSC to identify the likely cause of contamination. <br />This analysis will include recommendations for reducing or eliminating the source or <br />mechanisms of contamination. Based on this analysis, the DWR or contractors will <br />select and implement measures to control contamination, with a performance <br />standard that surface, and groundwater quality must be returned to baseline <br />conditions. These measures will be subject to approval by the DWR, DTSC, and the <br />Regional Board. <br /> <br />MM HAZ-3: <br />a. Stockpiling materials, portable equipment, vehicles, and supplies, including <br />chemicals, will be restricted to areas adjacent to the drill or CPT rig, and not <br />adjacent or within riparian and wetlands areas or other sensitive habitats <br /> <br />b. Stockpiling materials, portable equipment, vehicles, and supplies, including <br />chemicals, will be restricted to docks or within the drill barge or ship. <br /> <br />MM HAZ-4: <br />a. The contractor would develop a fire protection and prevention plan which <br />incorporates fire safety measures on all equipment with the potential to create a fire <br />hazard. <br /> <br />b. The plan would ensure that fire suppression equipment is onsite and that all <br />employees have received appropriate fire safety training. <br /> <br />MM HYD-1: <br />a. All fueling and maintenance of vehicles or other equipment for on-land soil <br />investigation activities shall occur on established roads, or in designated staging <br />areas at least 50 feet away from any on-site water feature. Secondary containment <br />for fuel and gas tanks will be used to prevent spills from entering any water features.
