<br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 22 <br />3.0 RESOURCE ANALYSIS <br />3.1 Aesthetics <br />ENVIRONMENTAL ISSUES <br />Potentially <br />Significant <br />Impact <br />Less Than <br />Significant <br />with <br />Mitigation <br />Incorporated <br />Less Than <br />Significant <br />Impact <br />No <br />Impact <br />a) Would the project have a <br />substantial adverse effect on a <br />scenic vista? <br /> <br />b) Would the project substantially <br />damage scenic resources, <br />including, but not limited to, <br />trees, rock outcroppings, and <br />historic buildings within a state <br />scenic highway? <br /> <br />c) Would the project substantially <br />degrade the existing visual <br />character or quality of public <br />views of the site and its <br />surroundings? <br /> <br />d) Would the project create a new <br />source of substantial light or <br />glare which would adversely <br />affect day or nighttime views in <br />the area? <br /> <br /> <br />3.1.1 Environmental Setting <br />The Study Area overlaps several scenic resources, including 45.8 miles of California <br />Route 160-River Road (SR 160) which was designated by the California Department of <br />Transportation in 1969 (Caltrans 2019) as a County Scenic Highway from the Contra <br />Costa County Line to the Sacramento City Limit at Freeport, and scenic waterways such <br />as Snodgrass Slough, the Sacramento River, Frank’s Tract State Recreation Area <br />(CDPR 2019) and the waterways weaving through the islands of the Delta. Historic <br />structures, such as those found in the historic town of Locke (Visit CA Delta 2019, <br />Locke 2019), the Bing Kong Tong Museum in Isleton, El Dorado Elementary School and
