<br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 35 <br />assist project proponents in determining if emissions will exceed the District’s <br />construction thresholds for pollutants of concern. Construction of a project that does not <br />exceed the screening levels, meets all of the screening parameters, and implements the <br />Districts’ air quality Best Management Practices will be considered to have a less than <br />significant impact on air quality. The Proposed Project is a soil <br />investigation and it does not involve building any permanent structures or facilities that <br />would generate air pollutants. W hen the Proposed Project is complete, all activities will <br />cease, and no further emissions will be generated. Because potential impacts to air <br />quality would only occur during the period when soil investigations are being performed, <br />this impact analysis will focus on air pollutant emissions from Proposed Project activities <br />only. <br />3.3.3 Discussion <br />a) Would the project conflict with or obstruct implementation of the applicable air <br />quality plan? <br /> <br />No Impact. The Proposed Project does not involve land development, nor would the <br />Proposed Project induce growth. The Proposed Project does not conflict with or <br />obstruct implementation of the air quality plans for the applicable Air Districts, <br />therefore there would be no impact.
