<br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 38 <br /> <br />Because the Proposed Project is short-term in duration and equipment emissions <br />are below the established significance thresholds for criteria pollutants, the <br />Proposed Project would not result in a cumulatively considerable net increase of any <br />criteria pollutant for which the Proposed Project region is non-attainment under an <br />applicable federal or state ambient air quality standard. Therefore, the impact would <br />be less than significant. <br /> <br />c) Expose sensitive receptors to substantial pollutant concentrations? <br /> <br />Less than Significant Impact. The Impact Areas are not adjacent to sensitive <br />receptors such as schools or housing developments. Furthermore, Proposed Project <br />impacts would be short-term in duration, involve minimal ground disturbance, and <br />emissions are below the significance thresholds established by the Air Districts. <br />While there would be a less than significant impact on sensitive receptors, <br />implementation of Mitigation Measure MM AIR-1 would further avoid, minimize <br />and/or reduce the potential for impacts. <br /> <br />MM AIR-1: <br />a. Water all exposed surfaces two times daily. Exposed surfaces include, but <br />are not limited to soil piles, graded areas, unpaved parking areas, staging <br />areas, and access roads. <br /> <br />b. Cover or maintain at least six feet of free board space on haul trucks <br />transporting soil, sand, or other loose material on the site. Any haul trucks <br />that would be traveling along freeways or major roadways will be covered. <br /> <br />c. All operations shall limit or expeditiously remove the accumulation of mud or <br />dirt from adjacent public streets at the end of each workday. Use wet power <br />vacuum street sweepers to remove any visible track out mud or dirt onto <br />adjacent public roads as needed. Use of dry power sweeping and blower <br />devices is prohibited. <br /> <br />d. Limit vehicle speeds on unpaved roads to 15 miles per hour (mph). <br /> <br />d) Result in other emissions such as those leading to odors adversely affecting a <br />substantial number of people? <br /> <br />No Impact. The Proposed Project will not result in odor-causing emissions that will <br />adversely affect a substantial number of people. The Impact Areas are small, <br />discrete, and are located away from housing and public gathering areas. <br />Additionally, the equipment used for the soil investigations do not generate strong <br />odors, no odor-causing chemicals will be used, the Proposed Project would be short-
