Naidu (EHD assistant director) <br />concerning strong sewage smell at this location, head out to the site. <br />5 pm-6:36 pm (Sewage complaint) Arrived onsite, the mobile park office was <br />closed. Called the number posted on the door, 209-466-2461 left a voice message <br />asking for a call back. Called the complainant, obtained additional information on <br />where the sewage spill was located. She indicated that the issue has been <br />ongoing for a few months now. Located the area, which appeared to be an onsite <br />package open top waste water treatment system. A large wet area (approximately <br />10-15 feet in diameter) was observed next to the on site sewage treatment <br />system. More than 10 filled black garbage bags were located next to the system. <br />Some sewage odor was noted in the vicinity of the spill. Received a call from <br />Martha (facility manager) she indicated that she knows about the issue and she <br />had contacted their system operator to see if they can come out and do some <br />repairs. Received a call from James Bell, the operator (209-596-2932) he <br />indicated that he is the waste operator for the site, he said that the system had a <br />"big upset" in the digester, and scum floated to the top. His company removed the <br />scum and "laid it on the ground to dry out. Once it dried, they bagged it up and are <br />going to be taking it to Lovelace on Monday. Received a call from M. Naidu <br />(assistant EHD director), discussed the details. Received a call from Randy <br />Johnson (waste operator representative) 209-484-5003, discussed why I was <br />onsite. Received a call from Martha, let her know my findings and that I will be <br />issuing the notice to abate for drying of the sewage waste and the system <br />operation, also let her know that the waste needs to go to an approved facility and <br />not the Lovelace (per James Bell.). Let her know I will be issuing a notice to abate. <br />Wrote the notice to abate and ordered the site to sanitize the sewage stained <br />ground, dispose of all collected sewage waste at an approved disposal facility and <br />make all necessary sewage system repairs. Sent the notice to abate to Martha, at <br />stockton.manager@kaurgroup.net, cc to Jeff Wong (EHD). Received a call from <br />the complainant, updated the complainant on the situation and the next steps. <br />Received a call from Jeff Wong, with the EHD, he indicated that Aaron <br />Gooderham (EHD) had already inspected the facility under a different complaint <br />number and that I can abate this complaint and refer it to the original complaint. <br />Completed inspection narrative, organized documents for abatement.
