6.40 acres of the project site has an existing General Plan and Zoning designation of C -C <br />(Community Commercial) and is located within the Urban Community of Stockton. The area to the <br />east and south of the parcels are developed with a commercial shopping plaza and retail uses. <br />Zone Reclassification <br />Communitv Commercial (C -C) Zone (Development Title Section 9-400.1(c <br />The Community Commercial (C -C) Zone is intended to provide for the development, within central business <br />districts or extensive commercial areas, of a full range of retail and service establishments, allowing <br />comparison shopping and providing foods and services necessary to supply the general or commercial <br />needs of urban communities or regional markets. The zone is intended to implement the Community <br />Commercial land use designation of the General Plan. <br />A portion of the parcels currently have a zoning designation of C -C (Community Commercial) and <br />if approved it would allow for new retail and service uses for the existing commercial project area. <br />Bases for Zone Reclassification <br />Development Title Section 9-812.4 states that prior to approving an application for a Zone Reclassification, <br />the Planning Commission and Board of Supervisors shall determine that all of the following are true: <br />a) The proposed zone is consistent with the General Plan, any applicable Master Plans, and any <br />applicable Specific Plan; <br />The proposed C -C (Community Commercial) zone is an implementing zone of the C/C <br />(Community Commercial) General Plan designation. If the General Plan designation is changed <br />to C/C (Community Commercial), then the zone change to C -C (Community Commercial) will be <br />consistent with the General Plan. 6.40 acres of the parcels are currently zoned C -C (Community <br />Commercial) and the proposed zone reclassification is consistent with the General Plan. <br />b) The proposed zone district is reasonable and beneficial at the time. <br />The proposed Zone Reclassification is reasonable and beneficial at this time because public <br />water, sewer, and storm drainage services are available at this site. The provisions for full public <br />services are a requirement of the General Plan and Zone Reclassification applications. <br />Additionally approving the zone reclassification will likely result in development of a small <br />commercial project which is compatible with the proposed C -C (Community Commercial) <br />zoning and the surrounding commercial uses. <br />Service Requirements <br />WATER <br />General Plan 2035 Policy Document Water Treatment and Delivery Policy IS -5.2 (Pape 3.2-36) <br />The County shall require the minimum standards for water system improvements provided in Table IS - <br />1 for the approval of tentative maps and zone reclassifications. <br />General Plan 2035 Policy Document Table IS -1 (Page 3.2-37) <br />New projects in urban communities shall be served by public water systems. <br />• The applicant has submitted a Will -Serve letter for water from the City of Stockton. <br />WASTEWATER <br />General Plan 2035 Policy Document Wastewater Treatment and Disposal, Policy I <br />Planning Commission Staff Report, PA-2100019PA-2100019, 20 (GP, ZR) <br />
