Replace the <br /> fence so that the plant is secure. <br /> OWTS 7.4 All installations shall be adequately protected against acts of vandalism or sabotage, which could result <br /> in a malfunction of the system. For package treatment plants, the entire system shall be fenced and a locked gate <br /> provided to protect against any unauthorized person gaining entrance into the area, which could lead to injury or <br /> loss of life. <br /> 9 OWTS 7.7 Public nuisance/safety or health hazard/system poorly maintained. <br /> Surfacing sewage observed in the leach field between the fence and the frontage road. these pits appear to be <br /> inundated with sewage and are overflowing. <br /> OWTS 7.7 The installation and operation of alternative treatment or engineered systems shall not create a public <br /> nuisance in regard to odor nor cause a potential or immediate safety or health hazard to the public. The discharge of <br /> effluent shall not cause contamination of the water bearing strata or surface watercourses. <br /> 15 HSC 5411 Unlawful discharge of sewage/surfacing sewage. <br /> Sewage release is occurring in western-most string of pits, near the frontage road. Pump the system out to prevent <br /> sewage release, obtain leach field repair permit. disinfect area where sewage release is occurring. <br /> HSC 5411 No person shall discharge sewage, or other waste, or the effluent of treated sewage or other waste, in <br /> any manner which will result in contamination, pollution, or a nuisance. <br /> Overall Inspection Comments <br /> COMMENTS <br /> Routine inspection for Stockton Verde Treatment Plant. I observed the leach field, clarifying ponds, and aeration tank. The <br /> leach field between the fence and the frontage road is overflowing with waste water, some is going into the ditch. the leach <br /> field by the clarifying ponds are not over flowing but are saturated. I looked into 5 of them and they were all full of cloudy <br /> wastewater. the ponds are cloudy and have a strong odor. the aeration tank was on and was okay.
