FINDINGS FOR SITE APPROVAL <br /> PA-2100033 <br /> SACRAMENTO VALLEY LTD PTP/NEW CINGULAR WIRELESS PCS LLC <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any <br /> applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan adopted <br /> by the County. <br /> • This finding can be made because the proposed extension of the existing telecommunications <br /> tower is located in the C-G (General Commercial) zone, and the Communications Services— <br /> Type II use type may be conditionally permitted in this zone with an approved Site Approval <br /> application.The project site has a General Plan designation of C/G(General Commercial),and <br /> the C-G zone is an implementing zone for this designation. The proposed extension of the <br /> existing telecommunications tower is consistent with the goals,policies,standards,and maps <br /> of the General Plan,and there are no Master Plans or Special Purpose Plans applicable to this <br /> site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because there are no new utility improvements required. The <br /> proposed project of an extension to an existing telecommunications tower will remain an <br /> unmanned facility and will not impact existing public utilities. This project will not require <br /> the use of a public water or septic system, and all storm water will be retained on site. The <br /> lease area will continue to be accessed from E. State Route 26 in Linden, CA. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 0.42-acre parcel is of adequate size and shape to <br /> accommodate the proposed use, building coverage, setbacks, and other requirements of <br /> the Development Title. The parcel can accommodate the expansion of the existing <br /> monopole from 75 feet to an overall height of 95 feet and the addition of associated ground <br /> equipment within the existing lease area. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because it was determined that the project will not be detrimental <br /> to the public health, safety, or welfare, and will not be injurious to the property or <br /> improvements of adjacent parcels. A Notice of Exemption from CEQA (California <br /> Environmental Quality Act) will be filed because CDD did not find any detrimental impacts <br /> in our review. Additionally, the telecommunications tower must comply with Federal <br /> Communications Commission regulations regarding radio frequency emissions. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because the proposed use may be conditionally permitted in the <br /> C-G (General Commercial) zone with an approved Site Approval application.The proposed <br /> use will not interfere with nor alter the current land uses on adjoining properties. The <br /> adjacent surrounding parcels are primarily Industrial and Commercial with scattered non- <br /> conforming residences. There are no adjacent residentially zoned parcels. <br /> PA-2100033— Findings 1 <br />
