r <br />Composting Materials Handling Operation and Facility Inspection Report (93) <br />Enforcement Agency County of San Joaquin <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF DIVISION W OF PUBLIC RESOURCES CODE(PRC)AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS(CCR) <br />CalRecycle Solid Waste Information System (SWIS) I1 0 <br />f 1 <br />PRC 44014(b) - Operator Complies with Terms & Conditions <br />Ix <br />Comments: It was very windy during the inspection. Facility had already ceased windrow turning and screening <br />prior to the inspection. However, material was being wind blown around the facility and offsite. Operator was <br />instructed to utilize the onsite water truck to minimize the material being blown. The water truck was <br />experiencing mechanical problems to the point where it could not be utilized. <br />A. Per permit condition 17(q)(5): Dust control shall be maintained to prevent limiting the visibility of personnel <br />on-site and from creating a nuisance off-site. <br />B. The operator shall comply with all terms and conditions of the permit. <br />C. Facility must utilize other means (i.e. equipment rental) when the water truck (and other equipment) is not <br />functioning properly. The utilization of equipment rental is stated in the RCSI (in the section titled "Emergency <br />Provisions"). <br />D. Backup plans for equipment breakdown must be utilized to ensure dust and emergency fire suppression. <br />inspection Repoit Commehts .. <br />Routine monthly inspection done on this date and the following was noted: <br />1. Previous area of concern regarding the rip rap rock being covered with dirt has been corrected. New rip rap <br />rock was order and installed on top of the existing rip rap rock. <br />2. There was very little track -out mud observed in front of the facility along Frewert Road. <br />3. The screened product pile near the front office was still approximately 20-25 feet in height. It did not appear <br />that (and was stated by the operator) more product was added to the pile. Operator was again reminded <br />that per permit condition 17(p), stockpiles cannot exceed 25 feet in height. <br />4. Odor conditions were light. The fly population was light as well. <br />5. A sample of compost product was submitted for testing and the facility is awaiting the test results. <br />6. There was separation between the unscreened greenwaste received and the stockpiled greenwaste. <br />7. All records were available for review. <br />8. The temperature range of the greenwaste and ground material was 83 F to 122 F and 134 F to 160 F <br />respectively. The temperature range of the windrows and overs was 134 F to 160 F and 80 F to 121 F <br />respectively. The temperature range of the pre-screened product and the screened product was 121 F to <br />124 F and 105 F to 134 F respectively. <br />CalRecycle Solid Waste Information System (SWIS) I1 0 <br />f 1 <br />
