Fly population around green waste <br />pile was high. Litter was observed in both the west and east fields adjacent to the facility. <br />A. Facility must comply with its "Report of Composting Site Information." <br />B. All handling activities shall be conducted in a manner that minimizes vectors, litter, hazards, nuisances, and <br />noise impacts. All compostable material entering the site must be ground and incorporated into windrows with 72 <br />hours of receipt. <br />C. Clean litter that has drifted offsite. Monitor adjacent fields on a regular basis for litter. Implement control <br />measures to reduce fly population. Process compostable materials and incorporate them into windrows within <br />72 hours of receipt. <br />Inspection Report Comments: <br />Notes: <br />1.) A light amount of track -out mud was observed on Frewert Rd. <br />2.) Odors on site were light. <br />3.) Facility records were available for review. <br />4.) Temperature range of the windrows was 139F to 150F. Temperature range of the "overs" pile was 94F to 118F. <br />Temperature range of the prescreened product was 105F to 114F. Temperature range of the finished product was 106F <br />to 111 F. Temperature range of the green waste was 88F to 116F. Temperature range of the ground waste was 142F to <br />148F. <br />5.) Compost sample was submitted for analysis on 10/5/2016. <br />6.) Rip rap rock was in place. <br />7.) Minor amount of ponding was observed along the southern perimeter of the facility. Facility had experienced a few <br />days of rainfall the day prior to this inspection. Grade this area to ensure proper drainage of water into retention pond. <br />Remainder of the facility was free of ponding. <br />8.) Facility received 498.37 tons of material on 10/19/2016. Reminder that facility's maximum tonnage is 500 tons per <br />day. Facility's daily tonnage fluctuates throughout the month. As of this date, facility has received greater than 400 tons <br />of material on 7 days during the month of October. <br />9.) Fly population near the green waste pile on the northwest side of the facility was high.
