ABANDONED UST INITIATIVE PHASE II <br /> Site:#16 El Dorado Auto CENTRAL VALLEY, CALIFORNIA <br /> 2070 South El Dorado Street MATERIAL REMOVAL <br /> Stockton,California <br /> Site #16 EI Dorado Auto, Stockton <br /> DTSC Temp ID CAC002877976 Date: September 29,2016 <br /> Arrival Time: 8:15 am <br /> Departure Time: 12:40 <br /> Onsite Personnel: Nick Patz (Adanta), Laren Kaufman (MP Environmental), Juan Lopez (MP Environmental), Vance <br /> Morai (MP Environmental), Alex Barbosa (MP Environmental), Margaret Quiroga (site owner), and Kasey Foley (San <br /> Joaquin County EHD). <br /> Current site conditions: The site is located in Stockton,San Joaquin County,California and is currently operated as a tire <br /> service center that also performs limited automotive repair. Tires onsite primarily have been recycled,mostly originating <br /> from a nearby auto dismantling facility.The facility was very crowded with piles of tires blocking access to fill ports on the <br /> day the pumping was conducted. However,the current owner and the current operator of the facility were cooperative in <br /> getting us access to fill ports. There are four USTs onsite, one waste oil with an unknown gallon capacity located on the <br /> east side of the building,and three USTs with a reported 8,000-gallon capacity located on the north side of the site. Each <br /> tank is assumed to be constructed of single-wall steel.Two of the USTs are full of water only.Based on field work and the <br /> known quantity of material pumped from one tank it is likely the USTs are smaller than originally reported. <br /> Material Removal Methodology: After securing and bonding hoses to the vacuum truck, material was directly pumped <br /> into the vacuum truck via a bonded hose.A stinger was not deemed necessary because the material was described as waste <br /> oil (low volatility), and using the hose directly allowed for the work to be completed more quickly. Adjacent to the west side of El Dorado <br /> Street is a gasoline service station. A groundwater monitoring well is in the sidewalk on the east side of the Site that is <br /> reportedly associated with the gasoline service station.Adjacent to the south of the Site is an undeveloped lot.Adjacent to <br /> the north is the parking lot of a restaurant.Adjacent to the east is a dirt alley followed by single-family residences. On the <br /> lot adjacent to the west of the Site is a dumpster that accumulates various debris,that is apparently removed quickly by local <br /> indigent persons. <br />
