Box 1810 <br /> Stockton, CA 95201 <br /> Attn: Gabriel Karam, Sr. Solid Waste Engineer <br /> RE: LANDFILL GAS MONITORING AT CORRAL HOLLOW LANDFILL-SITE#39- <br /> AA-0005 <br /> San Joaquin County Environmental Health Division has received your letter dated November 4, <br /> 1996, regarding landfill gas monitoring and control at the Corral Hollow Landfill. <br /> As stated in our original letter dated October 21, 1996, Section 17783.15, Title 14 CCR, the <br /> operator shall develop and implement corrective action measures to control gas migration at the <br /> landfill if methane concentrations are in excess of the compliance level. However,this Division, <br /> along with concurrence by the CIWMB, may grant an exemption to all or any portion of the <br /> requirements of sections 17783 through 17783.17, as stated in Section 17783.17, Title 14 CCR. <br /> In order to grant such an exemption the operator must demonstrate to the satisfaction of the LEA <br /> that there is no potential for adverse impacts on public health and safety and the environment. <br /> This may be accomplished by the following methods: <br /> 1. Obtain confirmatory samples which identify trace gas constituents detected at the various <br /> monitoring wells. This may be accomplished by performing an Air SWAT (Air Quality <br /> Solid Waste Assessment Test)to determine landfill gas trace constituents that are a public <br /> health concern. <br /> 2. Identify corrective action measures to control gas migration at the landfill. <br /> 3. Describe the landfill in relation to all surrounding land use. The remoteness of the <br /> landfill may assist in being granted an exemption from installing a landfill gas control <br /> system at this site. <br /> 4. Provide "projected gas generation" data as required under Section 17783.17 CCR. <br /> A Division of San Joaquin County Health Care Services <br />
