carrying landfill gas. Continued monitoring of existing groundwater monitoring wells will determine the effectiveness of the landfill gas control system. The County is in the process of hiring EMCON, consulting civil engineers,to prepare plans and specifications for the landfill gas control,system. The system will consist of a series of wells drilled to the bottom of waste, a network of pipes, condensate collection system,blowers, and enclosed flare with a condensate injection system. Vacuum will be applied to the well field with the blowers, and the collected gas will be directed into the flare to be burned. The following is a schedule of implementation for installation of the landfill gas control system: SCHEDULE OF IMPLEMENTATION TASK EST. COMPLETION DATE 1. Award Contract for design August 3, 1999 2. Consultant completes design January 2000 3. Complete permitting through Air District March 2000 4. Advertise Project for bids April 2000 5. Award bid and begin construction May 2000 6. Finish constructionibegin operation July 2000 Upon completion of the landfill gas control system,Each individual well will be adjusted regularly to direct adequate vacuum to critical areas of gas migration. The effectiveness of the gas control system will be evaluated by performing quarterly gas probe monitoring and quarterly groundwater monitoring and comparing the results to previous reports. If landfill gas migration and VOC impact is reduced over time with operation of the landfill gas control system,the adequacy of the gas system as a corrective action measure will can be evaluated. The Regional Water Quality Control Board suggested that this work plan include a schedule for completing additional groundwater monitoring wells, as needed, sampling such wells, and reporting the results to the Board.
