Corral Hollow Landfill—G° iolation <br /> Page 2 of 3 <br /> On May 23, 1997,PHS-EHD generated a letter directing your department to conduct an Air <br /> Solid Waste Assessment Test(SWAT). The results of the Air SWAT were received by PHS- <br /> EHD on January 26, 1998. The results were reviewed by Linda Turkatte of PHS-EHD and <br /> forwarded to Tim Crisp, a staff member of the California Integrated Waste Management Board <br /> (CIWMB). Tim Crisp reviewed the results and indicated that landfill gas control needs to be <br /> implemented at the site. <br /> On January 29, 1998, PHS-EHD generated a letter directing your department to submit a plan to <br /> implement gas control at this site. On March 25, 1998, Linda Turkatte of PHS-EHD noted on <br /> the inspection report that the gas levels at the boundary were above the compliance levels. Linda <br /> also noted that the work plan for corrective action had not been received and was over due (copy <br /> enclosed). The PHS-EHD did not receive the plan. On November 20, 1998, during a quarterly <br /> inspection conducted by John Yoakum of PHS-EHD, it was noted that the gas levels at the <br /> boundary were a violation (above 5%). <br /> On June 21, 2000, I conducted a site inspection with Gino Yekta of the CIWMB. During the <br /> inspection,the perimeter gas wells were sampled for the presents of methane gas. The test <br /> results indicated wells# 1, 2, 3, and 6 were above 5%methane by volume at the boundary. This <br /> is a violation of Title 27, CCR, Section 20919.5,which states-that"the owners and operators of <br /> all landfills must ensure that the concentration of methane gas does not exceed the Lower <br /> Explosive Limit (5%by volume) for methane at the facility boundary." If methane gas levels <br /> exceed the 5% limit,the CCR requires the owner or operator to: <br /> 1. Immediately take all necessary steps to ensure protection of human health and notify <br /> the LEA. <br /> 2. Within 7 days of detection,place in the operating record, the methane gas levels <br /> detected and a description of the steps taken to protect human health. <br /> 3. Within 60 days of detection, implement a remediation plan for the methane gas <br /> releases, place a copy of the plan in the operating record, and notify the LEA that the <br /> plan has been implemented. <br /> This facility is and remains in a state of non-compliance with this department and Title 27, CCR. <br /> The PHS-EHD directs your department to comply with Title 27, CCR, Section 20937(a)(5) <br /> (provided). Submit gas control system design plans for review. The gas control system plans <br /> should be submitted in duplicate to allow PHS-EHD to forward a copy to the CIWMB for <br /> concurrence. <br /> (a) When the results of gas monitoring indicate concentrations of methane in excess of the <br /> compliance levels required by§20921(a), the operator shall: <br /> (1) Take all immediate steps necessary to protect public health and safety, and the environment. <br /> (2)Notes the EA in writing within five(5) working days of learning that compliance levels have <br /> been exceeded, and indicate what has been done or is planning to be done to resolve the <br /> problem. <br /> (3) Verify accuracy of results by reviewing the following: <br /> (A) probe readings; <br /> (B) possible liquid interference; <br /> (C) control well influence;and <br /> (D) barometric pressure effects. <br />
