The Plan is draft in nature and is prepared for bid purposes only. <br /> In accordance with Title 27 of the California Code of Regulations,section 20937(27 CCR),gas control systems shall be <br /> designed by a registered civil or mechanical engineer and that the installation of the system shall be in accordance with a <br /> design and in a manner approved for construction by the LEA in coordination,if applicable,with the Regional Water Quality <br /> Water Board(RWQCB). The Gas control System for CHSL shall be designed to <br /> A Prevent methane accumulation in on-site structures. <br /> Reduce methane concentrations at monitored property boundaries to below compliance levels. <br /> A Reduce trace gas concentrations. <br /> Provide for the collection and treatment and/or disposal of landfill gas condensate produced at the surface. <br /> Prior to construction,the designer shall obtain and review all applicable test reports,shop drawings,and manufacturer's <br /> certificates to verify that all equipment used in the gas control system has been manufactured in accordance with industry <br /> standards. The operator shall also be responsible for providing inspections,as needed,to ensure the integrity of the system. <br /> Furthermore,once the system is installed,in order to ensure that the it is operating at optimum efficiency to control landfill <br /> gas,the operator shall provide for system monitoring and adjustment and implement a maintenance program in accordance <br /> with the following requirements: <br /> 1. A site specific Operations and Maintenance(O&M)manual shall be maintained and kept current to reflect any <br /> expansion or modifications to the gas control system. <br /> 2. An O&M manual shall provide for periodic inspections and servicing of gas control equipment. <br /> 3. The O&M shall be recorded and the records shall be retained by the operator. <br /> We appreciate the opportunity to comment.
