Mr. Todd Vel prate -2- <br /> FINANCIAL ASSURANCES AT THE CORRAL HOLLOW SANITARY LANDFILL <br /> Corrective Action <br /> Historically, San Joaquin County has demonstrated compliance with financial assurance <br /> requirements for corrective action by submittal of a certificate of Self-Insurance and Risk <br /> Management. Upon recent review, we do not believe that this is an acceptable mechanism for this <br /> category of financial assurance,and propose that we change the demonstration mechanism. <br /> The appropriate financial assurance mechanism would be selected, in part,based on the estimated <br /> cost of corrective action. The previous estimate of corrective action was developed in 1991, and <br /> is likely not to accurately represent the cost of corrective action today. In addition,the previous <br /> cost estimates could not reflect the potential impact of the environmental control and monitoring <br /> systems installed at the Corral Hollow Sanitary Landfill since that time. Therefore,we have <br /> initiated a revision of our corrective action cost estimates, which we anticipate will be completed <br /> by July 31, 2006.
