Box 1810 <br /> Stockton, CA 95201 <br /> NOTICE OF VIOLATION <br /> REVIEW AND COMMENTS ON 4TH QUARTER/ANNUAL 2005 AND 1ST QUARTER 2006 <br /> GROUNDWATER AND SURFACE WATER MONITORING REPORT FOR CORRAL <br /> HOLLOW SANITARY LANDFILL, SAN JOAQUIN COUNTY, FACILITY NO. 5B390307001 <br /> We have reviewed the 4th Quarter/Annual 2005 and the 1St Quarter 2006 Groundwater and <br /> Surface Water Monitoring Reports for the Corral Hollow Sanitary Landfill. Based on our <br /> review, we find the 1 st quarter report was not submitted with the required electronic data and <br /> is considered incomplete. Furthermore, the detection monitoring program established for the <br /> waste management unit (Unit) does not meet the requirements of Title 27, Section 20415, <br /> which is stated in Waste Discharge Requirements (WDRs) Order No. 5-01-176, Finding No. <br /> 19, and Detection Monitoring Specifications E.1. As required by Title 27, Section 20415(A) - <br /> For All Programs: for all monitoring and response programs, a sufficient number of <br /> Background Monitoring Points (as defined in section 20164) installed at appropriate locations <br /> and depths to yield ground water samples from the uppermost aquifer that represent the <br /> quality of ground water that has not been affected by a release from the Unit. <br /> To characterize water quality and establish groundwater flow direction and gradient beneath <br /> the Unit, the Discharger shall submit a work plan to install an additional groundwater well(s) to <br /> monitor first encountered groundwater near the southwestern half of the Unit.-The workplan <br /> shall incorporate the information outlined in the Requirements for Monitoring Well Installation <br /> Work Plans and Monitoring Well Installation Reports (Attached). The work plan is due by 21 <br /> August 2006.
