REFUSE
Refuse will not be excavated in this investigation. The following is provided for completeness.
The landfill contains household refuse, demolition debris, tree trimmings, and miscellaneous
refuse. To the best knowledge of the County, hazardous materials have not been disposed at the
site. However, some items that are currently defined as hazardous waste (paint, insecticides, etc.)
may have been included in household waste disposed at the site.
Potential hazards associated with the direct contact with refuse include:
1. Biological infection
2. Household hazardous waste
Unidentified drums may be present in the refuse. If drums are uncovered during pot-holing and
excavation, the area shall be cordoned off and the CIWMB and EHD officers notified. The area
shall be flagged and excluded from the work zone until the drum can be better characterized. At
no time shall workers attempt to remove or handle any such item. If any suspicious odors or other
materials are observed by workers, the suspect debris and/or source shall be cordoned off and
CIWMB and EHD shall be contacted to conduct air monitoring or other identification as
appropriate.
POT - HOLING
Characterization of materials encountered will be performed by inspection above original grade
following pot-holing. Workers will not break the plane of an excavation with mouth or nostrils
unless the safety of the excavation is first monitored to verify that the environment meets OSHA
requirements for oxygen and combustible gas. Such monitoring will be with portable electronic
test equipment designed for that purpose with(Lantec GEM or equivalent).
Workers will not perform work that involves sources of combustion(such as welding equipment)
or any other work that generates temperatures that could ignite methane, unless the safety of the
area has been verified.
In the event that the oil pipeline which runs along the work area is ruptured when excavating or
drilling the potholes, the owner of the pipeline(Russell Guidry 310-816-2063)will be
immediately contacted.
EQUIPMENT
A 12-inch diameter auger or backhoe will be used for pot-holing. The final grading of the side
slopes will be done with a dozer. A compactor will be used for all required compaction. Dirt will
be hauled from the on-site retention pond via dump trucks. All personnel working on site and
around heavy equipment will wear hard hats and safety vests at all times.
Health and Safety Plan Solid Waste/Public Works
Corral Hollow Sanitary Landfill Page 3 of 4 San Joaquin County October 25,2006
